What does restricted mode mean specifically?
Restricted mode means: the Office apps still open and display your content, but they no longer let you change anything. You're effectively working in a read-only state. This affects all four main apps of Office 2019 for Mac equally. Existing files are not lost in the process; they stay unchanged on your device.

Why does Office 2019 switch into this mode?
The background is an expiring code-signing certificate. With this certificate, Microsoft confirms that the Office apps are genuine and unaltered. It is not being renewed for Office 2019 for Mac and loses its validity on 13 July 2026. After that, macOS no longer recognises the write functions as signed, and Office turns them off. This has nothing to do with your licence, only with the expiry of this certificate.
Is Office 2021 for Mac also affected?
Partly. An un-updated Office 2021 for Mac can also switch into restricted mode, because it uses the same certificate. Anyone who keeps Office 2021 up to date (version 16.83 or newer), on the other hand, is not affected and carries on working normally. For Office 2019 for Mac, however, there is no such update.

Does my perpetual licence expire as a result?
No. A perpetual licence has no expiry date and remains valid permanently. Restricted mode doesn't arise because your licence ends, but because the certificate of the program version expires. Only a Microsoft 365 subscription is locked if it's no longer paid for, but that's a different case here.
How to work without restrictions again
For editing and saving to work permanently on the Mac, you need an Office version with a current certificate.
